Aloha and thank you for volunteering to serve as a Troop Cookie Manager (TCM) this season!
This is such an important role that drives the Girl Scout mission forward and we are so appreciative of your commitment to your troop. In order to serve as a Troop Cookie Manager, all TCM's must agree to and sign the agreement form outlined below. Please read the role description that you can find here: TCM Role Description

Cookie Season 2027 Troop Cookie Manager Agreement
Girl Scouts of Hawai`i, referred to in this agreement as "GSH" expects all volunteers to conduct themselves in a manner that upholds the values and standards of the Girl Scout Movement, including those established by Girl Scouts of the USA (GSUSA) and our Council, GSH.
By serving as a Troop Cookie Manager, I acknowledge and agree to the following statements:
- I am registered with GSUSA for the current membership year, have a valid criminal background check, and am in good standing with GSH
- I agree to adhere to all GSUSA and GSH policies and procedures, and the Girl Scout Promise and Law and do my best to ensure girls and their families/caretakers do the same
- I agree to follow any standards and guidelines regarding Product Program activities outlined in handbooks, cookie bites emails, trainings and additional resources
- I agree to attend the required Cookie Program trainings by the deadlines
- I will coordinate with the Troop leader(s) to ensure all girls participating in the Girl Scout Cookie Program are currently registered members of Girl Scouts and guide that they follow the GSH and GSUSA policies
- I accept the responsibilities outlined in the role description
Financial Responsibility
- I will ensure that money collected for cookies remains in the possession of the troop
- I agree to submit all funds owed for product received, by making timely bank deposits for ACH withdrawals by published deadlines
- I will ensure that a receipt is created and saved for all cookie transactions where money or product is received or exchanged, to share with our Council as needed
- This applies to all transactions, including those between troops and/or Girl Scout caregivers
- I will include the transaction date, ensure it is signed by the recipient, and log the detail in eBudde
- I acknowledge that GSH reserves the right to withhold rewards or troop proceeds in the event any troop or Girl Scout account is not paid in full
- I acknowledge that GSH reserves the right to seek the services of a collection agency and/or pursue legal action for delinquent monies owed for product received
Product Inventory
- I accept fiscal responsibility for all physical product received by the troop
- I will do my best to ensure that cookie product is stored in a cool, dry location that is free from pests, smoking, and chemicals
- I understand that unsold product may not be returned or exchanged with GSH or sold using online selling sites such as Facebook Marketplace, eBay, or Nextdoor
By completing this event registration, you understand and accept the responsibilities associated with taking on the duties, as outlined in the role description, as the Troop Cookie Manager for my troop and accept the financial responsibility associated with it.
